User with only Digital Assistant - Manager role is not able to see chatbot/"Ask" icon

Summary:

I have a question related to Digital Assistant - Manager role. 

Actually when I tried adding only the delivered Digital Assistant - Manager role to an employee and logged in as that employee, I do not see the chatbot in my screen. 

But if I add the Digital Assistant - Employee role, I am able to view the chatbot. 

Does this mean that we need to only have the Digital Assistant - Employee role for accessing the chatbot and the Digital Assistant - Manager role won't give us access to view the chatbot ?
