We need a report to identify all the users who have delegation set up for HCM/Procurement Approvals.

Summary:

We need a report to identify all the users who have delegation set up for HCM/Procurement Approvals even if that user don't have a approval notification transaction/delegated/reassigned.

As per current oracle functionality, we can identify users with approval delegations by running a schedule process (Employee Vacation and Delegation Rules Report) or by creating a report using "Human Capital Management - Approval Notification Archive Real Time" subject area (which will give only users who have HCM approvals delegated).

However using above two methods, we can get the users who delegated their approvals based on the actual approval notification delegated/reassigned (i.e., based on the transaction) but we want the report to identify users with delegations rule setup without actual approval delegated/reassigned.
