Steps & configurations for a new additional test environment

What are the typical steps & configurations that need to be performed in the case of a newly provisioned additional test environment?

From the data perspective, is it typically already provisioned as a clone of an existing test environment or is this done after, as a separate step, through a Service Request (T2T)?
