Allocate checklists during correction mode

Summary:

While Promoting a person in update mode, checklist is assigned based on job level criteria but when we change the job level in correction mode checklist is not assigned to Worker and

Also if corresponding action is deleted, checklist still remains allocated

Is this expected behavior or any setup related issue? Please help
