Anomalous behaviour of the goal approval flow

Hi,

 On the Performance Overview page as a manager, when I try to add a goal to multiple direct reports by clicking on the "Add Performance Goal" button, if I click on the "Include Myself" box and send the process to add the goal, my manager (top-level manager) does not receive the approval flow notification.

 Normally, if I make changes on my plan, an approval process notification should arrive to my superior. The system's behaviour is strange because it bypasses the approval process.

 Is this a bug? Or can I include on the approval flow goals added by the "include myself" button?
