I9 Integration Question

We are in the process of implementing Vertical Screening I9 integration into ORC. We previously did not have an integrated I9 process. We don't currently give access to pending workers before the first day (fully SSO enforced environment) and with the standard integration, it looks like pending workers would have to initiate the I9 process through an onboarding task (Journeys). Is there any other way to accomplish this without giving them access to the environment? Can we build the I9 link in the email so that they don't actually need to access the Oracle Fusion environment to kick off the
