Able to merge customers even though child customer have open transactions

In note 2530469.1, it is clearly mentioned that we can't merge customers if child entity to be merged has open AR transactions. But, I am able to merge customer even though child customer has open AR invoices. Not sure why system behavior is not in sync. with Oracle notes. This can really create a lot of confusion about how Oracle Cloud works.

I am merging customers within AR (without CDM) using note
