Coverage start date to be first of next month for a particular plan as part of Open enrollment

Coverage start date to be set up as first of next month for a particular plan as part of Open enrollment. The fast formulas I have written works when checked from 'Evaluate Formulas and Eligibility Profiles' , but when I add Open enrollment, the coverage start date is similar to event date.

The requirement is to have coverage start date for a particular plan X to start first of next month after Open enrollment. So for example, Open enrollment is setup from 15-Mar to 21-Mar. Then the coverage start date for plan X should start on 01-Apr. The fast formula (attached below) was attached to Program - enrollment - Plan X - General - Coverage Start formula. I have also tried adding the formula at the plan type (program level) and plan level.
