Approvals stuck in Withdrawn Applications Development Framework Application Identity for Procurement

Requisitions appear to be randomly getting stuck for approval with Applications Development Framework Application Identity for Procurement. This is occurring after the buyer makes an edit to the requisition. To be clear they are not adjusting the dollar values up. The expected results are that after edit, buyer submits and po generates. This has been the way it has been working up until now. Only when we increase/change the value of the requisition up, will it go back through business approvals. This is not happening on all requisitions we edit and I haven't been able to figure out what any
