Remove person to cover

Hello experts!
We are facing some issues because Benefits ESS - Person to Cover does not allow you to pick from the employee list like the Family and Emergency Contact page does. Client would like to hide this block from the page so all employees must use Family and Emergency Contacts to update.
Wanted to get some input on similar experiences and see if this is recommended best practice.
There was an idea presented a while back but due to lack of interest, it was archived.
It seems this lack of functionality, complicate contradicts Oracle's best practice methodology around the person table.
