Agency Recruit set up

Summary:

Hello, i have posted quite similar questions to other post but would like to raise a new question in case my other post is not seen. I am setting up the Agency portal since we want Agencies to upload their own candidates rather than us.

1. I created a test role with Agency as role
2. I assigned this test role to Agency in Requisitions.
3. I enabled sending of email "Assign Agency to an open req notification"
4. Agency user receives the email however, no link to go to the Req.
5. When Agency user logs in to Taleo, there are no tabs for Req and Candidates and the req is not visible in the dashboard
