Checklist Welcome email triggers twice for Rehire employees

Hi,

We have a custom checklist welcome report, that triggers to Employees, Contingent Workers and Rehire Employees. We're seeing that the emails for employees and contingent workers get out as expected, but in the event of a rehire, the emails go out twice, to the employees' respective email addresses.

Any input here would be most welcome.
