automatically assign Journey for newly promoted Managers/Leaders

We want to know if there is a way to automatically assign Journey for newly promoted Managers/Leaders. Action Promotion is not sufficient because not all employees that have promotion action are newly promoted leaders. Likewise, Action Hire is also not sufficient because not all new hires are Managers/Leaders
