Assigned Performance Document Manager not showing Assigned Indirect Documents

Summary:

I have created a dashboard that includes an OTBI report showing Performance Documents by When I run the report I can see all the Performance Documents assigned to that person, but when the Performance Document Manager (assigned to) tries to run the report it only shows their Hierarchy and doesn't show indirect assignments.

Is there something in the Role that I need added? I have a custom Dashboard Manager role

We do have the following I see as a Data Security Policy, but I thought this would give all. Where would I go to see the Data Resource? Would this be where I need to look?
