Manual assignment of Journeys and eligibility profile

In the 'Points to Consider' section of this link to the documentation, I understand that the eligibility profile for journey allocation will only be considered when the assignment is made to more than one person.

However, we are trying to use the "Organization" selection type and defining the eligibility profile at the journey level. But the profile is not considered, assigning it to all people in the management hierarchy of the person I determined.

Would it somehow be possible to make the eligibility profile considered in the mass assignment?
