Why Total Contract Value not showing on the UI

As pe the below KM Note for TCV to appear on the UI, end date should be entered on the SM Header level. Why is it like to be that?

TCV Doesn't Appear In An Active Subscription (Doc ID 2891992.1)

Billing summary has been generated already for 1 month that means the correct term and end date was entered, if not, then BS would'nt have genereated, TCV should appear on the UI irrepsective of end date on header entered or not.
