Eligibility Batch process - Assign performance document to terminated employees

Hello,

We are currently data migrating performance documents historical data.
we have alot of fail records for employees that have inactive assignment right now even though they were active back then.
the eligibility batch process doesn't open the performance document for them. If I do it from the UI it works manually.
