Fetching rates from suspended assignment marked as primary = no in assignment screen

Summary:

Fetching rates from suspended assignment marked as primary = no in assignment screen, while the benefits relationship is overriden in benefits service center.

Currently, when we override at BSC, it still gives the rates based on the primary assignment and the BSC chnage in default relationship is not counted.

Looking for suggestions if we can achieve this or if anyone have tried such solutioning will really help!
