Best way to restrict user access to environment during P2T refresh

Summary: Currently when we are having an environment refreshed, we advise the entire user base the schedule for it and when it should be available. Users still reach out during the schedule asking if it back up now as they can access the environment. We are looking for the best way to be able to restrict access to the entire environment during the P2T to admins only so we can complete our post steps without other users logging in.
