How to accomplish At Least and At Most for Job Levels in Invoice Workflow Spreadsheet?

Summary:

We have two issues we are trying to figure out:

1. Job Level Hierarchy that for some users has multiple people at one level. Looking to be able to have approval complete after the first person in hierarchy at appropriate level approves. It is currently continuing through all people at highest Job Level needed, only one is needed.
   1. For example, User1 has Level 0, but request requires a Level 1 approver. User1's manager is a Level 1, but so are the next two people in the hierarchy. Approval is continuing through all three Level 1 approvers. We want it to approval to complete after the first Level 1 approver has approved.
