Redwood Feature for Profile Management Section Not Loading

Summary:

Unable to load and add in section even after loading Skills and Qualification page without error prompt

we are encountering an error accessing the Skills and Qualification page on Google Chrome regardless if they have a seeded role or not.

Data Load Problem - Unable to load data for sections and add entries for the section, parenthesis to state specific section
Skill Center Problem - Unable to view "Visit Skills Center"  hyperlink to add entries for the Skills Section
S&Q Error - Unable to load Skills and Qualification page correctly (Is identified to be a roles issue)
Google Chrome S&Q Error - Unable to load Skills and Qualificaftion page correctly on Google Chrome Browser
