Payroll Redwood Pages don't have business rules tab in edit visual builder studio

Hello Team

I don't see business rules tab in visual builder studio for payroll pages such as personal payment methods and Payslip. Also, I am not able to add any components. Wondering if I missed any configuration or business rules are not available for these pages. We want to add personalized messages in these pages to guide users when they do transactions.
