Smart tip information delay it's appearance on hover over under delay/time condition

We observed when using the time condition or delay steps in smart tip with setup to appear on 'hover over', it delays also the appearance of the contents or information from the smart tip.

Is there any other feature that we can use to delay the appearance of smart tip using hover over, that it will be easy to retrieve the contents when we hover over. Currently it's very hard to show the content upon hover over, seems it also delays the appearance of information apart from the help/question mark icon.
