Person Change Life Event - Not trigger for certain cases

Summary:

We have a requirement where in the Global Transfer and Promotion life event should not trigger when there is no change in plan eligibility. Meaning even after the life event happen the employee is still eligible to the same plan and the enrollment should not open to that employee. The eligibility to the plans are based on the Legal Entity, Grade, and Assignment Category of the employee.
