Information gathering questions regarding Award Rates and its Pay details.

We need some information regarding below. Kindly advice.
Regarding pay rates, normally we cannot give people the pay just random. The Australian government gives us award rates, it means there are 10 different pay rates that we can give people (Level 1 upto level 10)
Level 1 is like very low someone comes in casual and they work for few hours and they don't work with important stuffs.
Level 10 would be the CEO they get paid the most like that.
For Eg: Level 3 will be the Museum Office people who realized that they are doing additional tasks that all other museum officers are doing and others are getting paid at level 4. So HR team need to manually check the responsibilities and guess again which pay they should get.
