Automate transferring Performance documents only works with the Change Manager action

We have enabled the AUTOMATE TRANSFERRING PERFORMANCE DOCUMENTS TO EMPLOYEE'S NEW MANAGERS and we are testing the functionality. We noticed that it works only when we perform the action of "Change Manager" but not in cases like Change location, change assignment, or others.

Can you confirm that it works only performing Change Manger?
