Not allow to add and remove dependents when plans/options are not allowed to change

Summary:

We're using the 'Can either add or remove dependents' for a transfer event because there are times new plans become available for the employees who transfer from one legal employer to another. In that case, they should be allowed to make changes to their dependent designations. This code works fine for that scenario.

But during the same life event, there will also be times where they won't have new plans and their previous plan/option elections will just be carried over. Meaning, they won't be allowed to change plans/options. During this time, the checkbox is still available and we're able to submit any changes to the dependent designations. We cannot use the 'Can neither add nor remove dependents' since it would not work for both scenarios, but just only one of them.
