Managers Add and Assign Goals - Disable (Redwood)

Summary:

We would like to remove the option from Managers to assign and add goals to their reports. Redwood is turned on.
We have tried to remove some privileges from our custom manager role, without any luck. I know, we can reach this via Page Composer, but I am not able to find anything related in Visual Builder Studio.

May you know how this can be done in Redwood?
