User not able to see data in actual scenario

Summary: I have a user who is a system admin, but cannot view data in the scenario for Actual ; They can see budget but when they try to render data for actuals in a report, the column dissapears. The same issue happens in SmartView as well. I am able to see both Actual and Budget columns fine. There is no security built in the system or on the Scenario dimension.
