Candidate Withdraw in HR Phase

Summary:

We have a candidate that withdrew their application in the HR phase; we would now like to hire them into that same requisition but are unable to revert the job submission back to active status, redraft the offer, etc. What would be the appropriate course of action for the recruiter? Do they use the "Add Requisition" feature to add them back to that requisiton or other action?
