Redwood List Pages - How can we add generic action on list pages

Redwood List Pages are not configurable as per our understanding.

We tried smart actions, but they are specific to record and not generic for an object like (Create Action)

We want to add custom button or custom action example : upload which will invoke a custom VBCS page.
