Adding new dependent during Open Enrollment

Summary:

Hi, we have a scenario where employee for an employee there are no dependents in the system. During Open enrollment window employee adds a new dependent from "People To Cover" page which creates Dependent Child life event as of the relationship start date and backs out Open enrollment life event. I wanted to understand how this issue is handled in Oracle.
