Restriction on Spouse age to be eligible for another plan

Summary:

Hi,

We have a requirement where in when the employee is less than 65 then employee is eligible for X plan. However, if the spouse is over 65 then spouse should not be eligible for X plan but Y plan.

Can we achieve this in fusion hcm benefits?

Note: Our client does not want to add spouse as a non-worker and enroll them in Y plan.
