visibility of questions in document of performance for manager and employee

Hello,
In the performance document, there's the "Questionnaire" section, for this section, for questions, we need to have a formulation for the employee and a formulation for the manager, that's what i understood. However, in terms of access, how does it work? Will the employee have access to the formulation made for the manager and vice versa? or will each have access to his own formulation? And if you know how we manage access, is it at section level or question level?
I'm a bit confused about this.
