HR Specialist unable to Add or Edit performance rating on Talent ratings page

Summary:

I followed below steps given by Oracle:

Navigate to My client Groups -> Profiles -> Profile Content Section Access
Search for Performance Rating Section,
Add a new row for "HR Specialist role" and Enable "Edit"
Save and close.
Regenerate grants for HR Specialist role and retest.

Logged in as HR specialist role and under ME→Directory→talent rating→unable to edit or add performance rating.

Please provide some solution how to update/add performance rating under directory →Talent rating
