How to reinstate delivered AP Invoice Approval notification RTF layout

Summary:

The delivered AP Invoice Approval notification layout is missing in our TEST instance. How can we reinstate it?
Attached MS Word doc is our PROD instance highlighting what is missing in our TEST instance.

Also noticed that even though we have a "custom" version with a layout, the notification email is still blank, that is missing the modified RTF layout.

I am assume that the reason for the empty email is due to the missing delivered layout.
