Is it possible to set an EL expression or fx for fields in Skills and Qualification via VBStudio?

Summary:

I need to set a field under skills and qualifications and set a business rule with an EL expression or similar,

The example requirement is, if I have the role of a Line Manager I can see and edit the State fiel (for e.g.) but if I have the role of the Employee I Shuld not be able to see that field.

Do you knowl if it's possible something like that?

Landing in the page above, when I click on Configure Business Rules (on the right) I can only set "Required", "Hidden", Read-Only" with no option of EL or fx.
