Best Practice for Dropship PO

Hi

We have scenario drop shipment which is PO from Customer (we store as Sales Order) will be PO to supplier. Let say Customer A create order that ship to their address, we can say A. So we create PO to supplier that also ship to Customer A. But, actually, our supplier send this goods just to the carrier location (let say Location B). This carrier will send the goods to Customer A. What the PO ship to location should be (Customer A or Location B)?
