Is a Traditional IRA set up as a Plan or Calculation Card

I know there are some requirements around making some retirement deductions calc cards and not benefit plans. However, I cannot find any documentation around a Traditional IRA (NOT ROTH).

Can I set this up as a pre-tax plan?
