Talent Profile: Remove ability to add attachments when approving changes (L&C) in Talent Profile

Is there a way to disable the ability to add attachments in the approvals when an employee submits a change in the License and Certifications in Talent Profile? We have thoroughly reviewed the UI and the RTF file but we do not see any option for the attachments? Is this seeded and cannot be changed?
