Restrict Line Managers to create new succession plans

Dear Team,

Summary:

Possible to restrict line manager from creating new succession plans and only allow HR/admin to create them but allow line managers to add employees (candidates) to a succession plan?

For example, Dileep is an admin and he creates 3 plans based on ‘job’ and calls them:

Talent Acquisition Team Member Succession Plan
Configuration Analyst Succession Plan
HR Case Advisor Succession Plan

Does Dileep have to add the line manager as an ‘owner’ to allow line manager ‘Neha’ visibility of the above 3 plans? If yes, would that then allow Neha to add team members as candidates to the job succession Plans but still restrict her ability to create new succession plans?
