Role based Invoices not routing to delegated User

Summary:

We have created Vacation rule for User until certain period. For eg role name " AP_TEST_Test" is assigned to user A and we are seeing that the invoices routed to this role are not moving to the new person(UserB) assigned in the Vacation rule.

Please let me know why Vacation rule not picking the Roles bases delegations.
