How to restrict a Line Manager from creating journeys

Summary:

We are on 24B

We have enabled redwood on most of the pages.

We noticed with the seeded line manager role - the Line Manager can create and assign journeys both.

Customer would like the Line Manager to only be able to assign journeys and not create them.

Would like to ask Oracle - what privileges need to be removed from the custom Line Manager role to achieve the above requirement (assuming it is possible to split the 2 actions)
