Dynamically update one dimension based on selection of another

So we have a requirement where the data sits at different intersection, for example All data in "Actuals" Scenario is in "Total Actuals" Plan Element and All data for "Forecast" Scenario is in "Total Forecast" Plan Element.

In a report if Scenario is kept as selectable in POV, how do we change the selection of Plan Element based on selection of Scenario?
