Ensure off boarding checklist only assigns to work relationship that has terminated

Summary:

We have some people that have multiple work relationships but when one is terminated the off boarding checklist seems to be allocating to the wrong work relationship ie the one that has NOT been terminated.

This means the wrong line manager is getting off boarding tasks. Is there a way to ensure that only the work relationship that has terminated gets the off boarding tasks. i've tried setting up an elibilbity profile using Assignment to use = Employee Assignment - legal employer but this then just doesn't assign any checklists
