Prevent a performance document from being completed without goals

Summary:

We have a scenario where employees have a goal plan assigned, but no goals created. The performance document is created with the goals section empty (which in theory is fine). The problem is that the performance document can be completed without any evaluation of the section, even when it is set to mandatory.

How can we make it not permissible to complete the performance document without all the sections evaluated (even if they are empty; we would seek to take the necessary actions to add all the content to a PD)?
