Goal plan couldn't be uploaded because of missing data

Hi dears,

While trying to create a goal plan, an error message pops up (Error response during RestAction) as soon as I enter the creation page:

After filling in the required fields I still be unable to proceed and get another error:

Have anyone faced a similar issue?
