Not able to use Performance rating given to employee to use as a approval condition

Summary:

We have a requirement to create a performance document approval workflow
(approval rules - transaction console) based on the overall summary
performance rating, the approval workflow will vary. If employee
received a "3-does not meet expectations" rating it should go to ER
Manager approval and then to skip level approval. If employee receives
any other rating then it should directly go to skip level approval. We
are not able to pull the final overall summary rating in the attributes
for approval workflow.
