How to remove dotted line reports option when assigning or sharing goals

Summary:

We would like to remove the dotted line reports as an available selection from the drop-down when assigning and or sharing goals. We have attempted to remove it by disabling the profile option "HRG_ENABLE_MATRIX_MGMT" however we are still able to see the option when attempting to share or assign goals. As this is a Redwood page, we cannot use Design Studio. Does anyone know if this is possible using VBS?
