Show EE+Family Option only when there is a Child OR Spouse

We've a requirement to show the EE+Family option only when the employee has either an eligible child OR an eligible spouse, we tried to achieve this via the Family Member Rule by setting allowable dependents at the Option Level, but since we need to specify min/max for the relationship type we aren't able to do so, as the Group Relationship Rules work in AND condition, and if we set Min for both the Group Relationships then system will only show this option if EE has both child and spouse.
